Shah detained under PSA, shifted to Kotbhalwal
jail
Srinagar,
July 05: The puppet authorities booked senior APHC
leader and Chairman of Democratic Freedom Party,
Shabbir Ahmad Shah under draconian Public Safety
Act (PSA), eighth time in a row and lodged him in
Kotbhalwal Jail, Jammu.
The detained leader was shifted from Joint
Interrogation Centre, Jammu, to Joint
Interrogation Centre, Humhama, on June 30 and on
July 2 he was lodged in Central Jail, Srinagar.
However, on July 5, Shabbir Shah was shifted to
Kotbhalwal jail and detained under PSA.
“The authorities at Srinagr Central Jail informed
Shah that he has been booked under Public Safety
Act and will be shifted to Kotbhalwal Jail,
Jammu”, Dr Bilquees, wife of Shabbir Ahamd Shah,
told media men. “Though we had insisted that he be
shifted later as he was undergoing certain urine
tests at Soura hospital, the authorities did not
pay any heed to our pleas and shifted him to
Kotbhalwal Jail, Jammu.”
Dr Bilquees said, “The medical tests of Shabbir
Shah are still awaited. Even before he could have
been bailed out in the fresh false cases lodged at
Police Station, Srinagar, the authorities booked
him under PSA. They even did not show us the
grounds of detention,” she added.
She said that before seeking bail in the fresh
FIR, they had asked for a police report, which had
not, so far, been provided.
Shah who was in the central
jail here on a nine day judicial remand on being
brought back from the JIC, Jammu, on June 30,
suffered a major deterioration in his health just
within two days, and doctors from the SKIMS had
advised him complete rest.
As a result of severe infection that had spread
throughout his body Shah has become extremely weak
physically.
“Flouting court orders, the authorities did not
allow him any rest as advised by doctors, but
shifted him to Kot Bhalwal jail in the dead of the
night even though the judiciary had directed him
into its own remand for nine days
Shabbir Shah is being accused of strengthening
secessionist ideology in Kashmir and waging a war
against Indian union.
Shah supports Eidgah Chalo call
Srinagar
July 1: Extending full support to the “Quit
Kashmir” movement, the Hurriyat Conference (M)
senior leader and Democratic Freedom Party
chairman Shabir Ahmad Shah has appealed to the
people to participate in large numbers in Eidgah
Chalo programme and make it a success.
Shah, while talking to reporters at Saddar Court
here after his trial, also supported Hurriyat (G)’s
proposal to limit Amarnath Yatra period to 15
days. He however maintained that in accordance
with the principles of our religion Kashmiri
Muslims have lent their full co-operation to Hindu
pilgrimages.
In view of the present phase of the ongoing
struggle Shah said that Hurriyat leadership should
forge unity at all levels to take the movement to
its logical end. "Burying their differences, the
leadership must evolve a comprehensive strategy to
lead the masses effectively”, he added.
Reacting to the Indian Home Minister P
Chidambaram’s statement, Shah termed it an attempt
to associate the ongoing struggle with
Lashkar-e-Toiba to justify the ‘civilian
killings.’
Voicing serious concern over the spree of killings
at the hands of Indian troops, Shah said that the
policy of oppression could not deter Kashmiris
from pursuing their national objective. About the
issue of demilitarization Shah said, “When we talk
about demilitarization it does not mean sending
troops back to barracks but we want complete
withdrawal of Indian troops from Jammu and
Kashmir”.
Shah said that
by terming AFSA a sacred document
Indian Army chief has provided a legal
justification to occupation forces to carry out
genocide of Kashmiris . “As a result more than a
dozen youth were ruthlessly killed by Indian
troops across the valley”, he added.
About Quit Kashmir campaign he said that it was
the same movement that was put up for sale by Omar
Abdullah’s grand father Sheikh Abdullah for his
petty interests.
DFP condemns Shah’s re-arrest
Srinagar June 30: The
Democratic Freedom Party acting chairman, Moulana
Muhammad Abdullah Tari has expressed concern over
the re-arrest of party chairman, Shabir Ahmad Shah
soon after his release from Kot Bhalwal Jail,
Jammu, terming it highly condemnable.
Meanwhile, Tari has expressed shock and sorrow
over the continued killing of innocents in the
police and CRPF firing at different places in
Valley. “The use of indiscriminate force by the
forces across the Valley has exposed the
government,” he said, expressing solidarity with
the families of martyred youth and praying for
speedy recovery of injured.
DFP concerned over HR violations
Srinagar, June 26: Democratic
Freedom Party has voiced serious concern over the
killing of four Kashmiri youth who were put to
death by Indian troops in Sopore town, yesterday.
Terming it as worst kind of
human rights violation the DFP spokesman stated
that killing of innocent civilians amply
demonstrate the fact that India was hell bent on
suppressing Kashmiris' voice through use of force.
The Party spokesperson also expressed solidarity
with the bereaved family of Sopore youth who were
gunned down by Indian troops on Friday.
the spokesman also deplored the continuous
detention of senior Hurriyat stalwarts including
Shabir Ahmed Shah, Syed Ali Geelani, M Abdullah
Tari and other Hurriyat activists who have been
languishing in Indian jails for several years.
Saghar condemns Abdullah Tari’s arrest
Islamabad, June 25: The
convener of APHC-M Pak chapter and vice president
of Democratic Freedom Party (DFP), Mehmood Ahmed
Saghar has strongly condemned the arrest of
party’s Acting Chairman, Muhammad Abdullah Tari
and demanded his immediate release along with
other Hurriyet leaders and activists.
In a press statement issued here today Saghar said
that the arrest of political leaders amply
demonstrate Indians tyrannical and dictatorial
attitude towards Kashmiris. He said that resorting
to pressure tactics India was trying to demoralize
the people of Jammu and Kashmir. He said that
despite India’s suppressive policies Kashmiris
would never compromise on their basic and
fundamental right the right to self-determination.
Saghar also voiced concern over the HR situation
in Kashmir and urged India to stop what he called
the bloodbath of innocent Kashmiris. He also
appealed the international community to take
notice of stepped up human rights violations in
Kashmir and put pressure on India to resolve the
long-standing Kashmir dispute in accordance with
Kashmiris’ aspirations.
DFP condemns Abdullah Tari’s arrest
Srinagar, June 23 : The
Democratic Freedom Party (DFP) has strongly
condemned the arrest of party’s Acting Chairman,
Muhammad Abdullah Tari and demanded his immediate
release along with other Hurriyet leaders and
activists.
The spokesman of Democratic Freedom Party in a
statement issued in Srinagar said that the
occupation authorities had kept party Chairman,
Shabbir Ahmad Shah behind the bar for 26 years but
couldn’t succeed to suppress his voice through use
of brute force.
He said that the morale of the people of Jammu and
Kashmir was very high and they would never
compromise on their basic right to
self-determinations for which they had been
rendering sacrifices for last several decades. He
said that the day was not far when the people of
the occupied territory would get rid of Indian
bondage.
The spokesman also appealed the international
community to take notice of Indian state terrorism
in occupied Kashmir and put pressure on India to
resolve the long-standing Kashmir dispute in
accordance with Kashmiris’ aspirations.

Srinagar, June 20: Expressing serious concern over
the stepping-up human rights violations in Jammu
and Kashmir the Acting president of Democratic
Freedom Party M Abdullah Tari has said that the
killing of innocent Kashmiris by Indian troops
amply demonstrate the fact that the occupation
forces were involved in the genocide of Kashmiris.
Condemning the killing of Muhammad Rafique Bangroo
and Javed Ahmed Malla, the DFP leader said that
India was trying to quell Kashmiris’ voice by
using its military might.
He said that the human rights situation in Kashmir
would not improve at all unless India rulers
change their traditional policy of coercion
towards the settlement of Kashmir dispute. In view
of the changes sweeping across the region he said
that India should stop the blood bath of
Kashmiris.
He also deplored Indian Army general’s statement
and saying that this extremist attitude was
utterly inhuman, autocratic and uncalled for.
Meanwhile, the DFP spokesman condemned in strong
terms the puppet chief minister Omar Abdullah’s
statement wherein he called Kashmir an integral

London, June 19: Delegates at a seminar held at
Salt Hill Park, in UK has strongly condemned the
unabated human rights violations by Indian troop
in Kashmir and demanded immediate release
illegally detained senior Hurriyat leader Shabir
Ahmed Shah and other political prisoners
languishing in various jails in and out side
Kashmir.
Addressing the seminar organized by Justice
Foundation the speakers voiced grave concern over
the deteriorating human rights situation and
demanded the international community to take
cognizance of human rights abuses perpetrated by
Indian troops in Jammu and Kashmir.
While answering the queries raised by Ershad Malik
in his speech, Angana Chertterji said, “It is the
duty of all of us to contact, stimulate and
persuade International Institutions and Human
rights Organizations to make Mr Shabir Ahmad
Shah’s release possible. We should double our
efforts in this regard”.
Lord Ahmad while expressing his concerns on the
continuous detention of President of Jammu Kashmir
Democratic Freedom Party Mr Shabir Ahmad Shah said
that India is a shameless country, we can’t
believe that so called biggest democracy in the
world does not honour the orders of her own courts
in Mr Shah’s cases. We should involve student
organizations and International lobbies to build
pressure on Indian Government to release our
Kashmiri Nelson Mandela.

Tari hails release of NF chief
Srinagar, May 27: Expressing satisfaction over the
release of National Front Chief, Nayeem Ahmed
Khan, the acting president of DFP M Abdullah Tari
has said that India’s decision to release the
detained Hurriyat leaders shows India’s
willingness to associate Hurriyat leadership with
the dialogue process as a principle party to the
dispute.
Tari hailed the efforts being made to resolve the
dispute of Kashmir and hoped that India would take
appropriate measures to safeguard the future of
millions of people living in South Asia thereby
resolving the long simmering dispute of Kashmiris.
Release of political detainees a positive
development
Islamabad,
May 27: Hailing the release of National Front
Chairman Nayeem Ahmed Khan, the convener of APHC-M
Pak chapter Mehmood Ahmed Saghar has expressed the
hope that India would release all political
detainees including Shabir Ahmed Shah and others
to pave a way for tripartite talks between India,
Pakistan and Kashmiris.
According to a statement Saghar made these remarks
while addressing a party meeting here today.
Speaking on the occasion he said that resumption
of dialogue process between India and Pakistan was
a positive development saying that Kashmiri
leadership would lend its full support to talks
process intended to find out an equitable and
honorable solution of Kashmir dispute.
However, he maintained that it was imperative that
the government of India should repeal all black
laws and take appropriate steps to demilitarize
the state in order to make atmosphere conducive
for talks.
Shah in solitary confinement: DFP
Srinagar, May 4: The Hurriyat
Conference (M) senior leader and Democratic
Freedom Party (DFP) chairman, Shabir Ahmad Shah,
has been kept in ‘solitary confinement’ in Kote
Balwal Jail, Jammu. “The jail authorities
have kept Shah, who is suffering from various
ailments, in a lonely room away from other jail
inmates,” the DFP’s acting president Moulana
Muhammad Abdullah Tari said in a statement.
He maintained that the
government of having no respect for human rights.
“Despite doctors advising that Shah sahib should
be hospitalized, government has not shown any
concern,” Tari said. “The government is turning a
blind eye to the fast changing political scenario
at international level. It is adopting a very
hostile attitude towards its political
adversaries. But this hostile attitude will never
break Shah’s sahib’s valour and determination,”
Tari said.
He appealed to all the Imams of
Masjids to offer special prayers for speedy
recovery of Shah and other incarcerated
ailing leaders including Nayeem Ahmad Khan, Ghulam
Nabi Sumjhi, Dr Muhammad Qasim Faktoo, Masrat Alam
Bhat and Firdous Ahmad Shah.
Meanwhile, a DFP spokesman
expressed solidarity with family of Basharat
Saleem who died in Machil sector in frontier
district of Kupwara. He condemned the arrest of
Umar Zargar and other youth and police
‘harassment’ to their families.
HC for Shah’s shifting
Puppet authorities defy court order
Srinagar,
May 11: High Court Tuesday directed the
authorities to consider shifting senior Hurriyat
(M) leader and Democratic Freedom Party Chairman
Shabir Shah from Kotbalwal jail to a jail nearer
to his residence in Srinagar.
Shah, who is presently serving his 7th detention
under Public Safety Act at Kotbalwal jail, has
challenged his detention in High Court through his
counsel Advocate Mian Qayoom by filing a habeas
corpus petition HCP No.147/2010. He was booked
under fresh PSA by District Magistrate Srinagar,
Mehraj Ahmad Kakroo on April 17 and was shifted to
Kotbalwal jail, Jammu.
Pleading the transfer application, the counsel for
the petitioner submitted before Justice Hasnain
Masoodi, “Shabir Shah has been booked under 7th
consecutive PSA. Due to his continuous detention,
his health has deteriorated and he is now facing
blackouts. He had to be hospitalized on April 28
after he fell unconscious in the jail”.
Citing several Apex Court judgments, the counsel
pleaded for shifting of Shah from Jammu to
Srinagar. “As per Supreme Court guidelines and due
to his deteriorating health conditions, he should
be kept in a jail which is nearest to his home,”
counsel pleaded.
After hearing the arguments of Shah’s counsel,
Justice Hasnain Masoodi observed, “With regard to
the averments made in the application, the
respondents should consider shifting the detainee
to a jail nearest to his place of residence in
Srinagar”.
The judge also issued notices to respondents in
the writ petition challenging the detention of
senior Hurriyat (M) leader under PSA.
“Notice is returnable within two weeks. Counter
affidavit should be filed within the same
timeframe, with an advance copy to the learned
counsel,” the order read.
The next hearing of the case will be held after
three weeks.
Before booking him under 7th PSA, Shah was kept
under the remand of Police station CIK in
connection with a 19 year old FIR in which he
along with other prominent separatist leaders had
been accused of ‘instigating Kashmiri youth to
cross LoC for arms training’.

Shah faints in jail, shifted to Batra Hospital
Srinagar,
April 29: Senior APHC leader and the
President of Jammu Kashmir Democratic Freedom
Party, Shabir Ahmad Shah was
shifted to Batra hospital soon after he fell
unconscious in his prison barrack at Kot Bhalwal
Jail Jammu.
Shah who is suffering from various ailments
was attended by a senior cardiologist, Dr Ashok
Bakaya. He was kept on Holter Machine monitoring
for 24 hours to see if the blackout was due to a
heart attack or something else.
Shah’s wife, Dr Bilquees, who was accompanying her
husband to the doctor’s chamber in the hospital,
told media that the ailing Hurriyet leader was
receiving blackout shocks since he was kept
in Udhampur Jail under a false case.
“Shah has grown weak due to continued
incarceration and the authorities of Kotbalwal
jail were not paying attention to the
deteriorating health of her husband”, she added.
It may be recalled here that Indian authorities
invoked PSA against Shah for the seventh time
since October 2008. Shah's only crime is that he
has been raising voice of the subjugated people of
Jammu and Kashmir.
For his political beliefs, he had to spend almost
half of his life (more than 25 years) in Indian
jails. Owing to his year’s long political struggle
for Kashmiris’ right to self-determination, he was
declared as Prisoner of Conscience by veteran
human rights groups in early 90s.

over Shah’s falling health
London, April 29: British
Kashmiri leaders and political activists in a
meeting held at the Kashmir Centre London have
expressed serious concern over the deteriorating
health of senior leader of the All Parties
Hurriyet Conference (APHC), Shabbir Ahmed Shah in
Kot Bhalwal Jail Jammu.
The participants of the meeting appealed the
international human rights organisations including
International Red Cross to help save the life of
senior APHC leader.
They said that despite the court orders, the
occupation authorities were not releasing him but
had been consistently fabricating charges against
him without substance just to keep him

Nazir Ahmad Shawl, Irshad Malik, Raja and others.
DFP to intensify political activities
Srinagar: The Democratic
Freedom Party has decided to intensify its
activities across the state at zonal, district and
provincial level.
In a meeting with its acting president, Muhammad
Abdullah Tari in chair, the members expressed
concern over deteriorating health of its
incarcerated president, Shabir Ahmad Shah.
They expressed solidarity with those convicted in
Lajpat Nagar incident and stressed for legal aid
to save their lives. The members also expressed
solidarity with the family of Ghulam Muhammad, who
was recently killed by the troops at Kellar.
Slapping PSA against Shah uncalled for: DFP
Secret agencies behind vilifying campaign
Srinagar 20: Democratic Freedom Party has strongly
condemned Indian authorities’ act of slapping PSA
against the party chairman Shabir Ahmed Shah and
termed it as frustration on the part of puppet
authorities.
During an extraordinary session, which was
presided over by the Zonal Chief Fayaz Ahmed
Sodagar, the party workers maintained that the
decision of imposing PSA against senior Hurriyat
leader has exposed Indian statecraft who claims to
be the so-called largest democracy of the world.
The participants of the meeting also turned down
the allegations leveled against the party
chairman. Termed the allegations as baseless they
maintained that such tactics would not deter Shah
from pursuing the national cause as he has been
relentlessly and painstakingly serving this noble
cause for last several years. “Shah has spent more
than half of his life in various detention and
interrogation centers but Indian secret agencies
could not break his indomitable will and faith”,
they said adding that secret agencies were hell
bent on defaming the proud son of the soil thereby
hurling baseless allegations against him.
Expressing concern over the deteriorating health
condition of the incarcerated leader they
appreciated Shah’s political resolve and his
commitment with Kashmiris’ struggle. They vowed to
continue the ongoing struggle for right to
self-determination till the logical conclusion.
Referring to Shah’s falling health condition they
said that he was suffering from various ailments
and has lost 5-6KG weight owing to Diabetes and
Kidney problem.
PSA against Shah undemocratic: Saghar
Srinagar, Apr 17: The
convener of All Parties Hurriyat Conference (M),
Pak chapter, Mehmood Ahmed Saghar has condemned
the fresh order of slapping PSA against Shabir
Ahmed Shah.
Saghar said that despite court orders the Indian
authorities yet again booked Shah under the
infamous public safety act thereby leveling
baseless allegations against him.
While highlighting the plight of detained leader
Saghar maintained that Shah’s life was at risk as
the Indian authorities were further endangering
his life thereby sending him behind the bars over
and over
again.
He said on one hand Indians talk high about
independence of judiciary while on the other they
have made judiciary a laughing stock by not
respecting its verdict. Denouncing highhandedness
and despotic attitude of Indian authorities he
said that defying the court orders amply
demonstrate the fact that there was no rule of law
in the state rather it were the Indian secret
agencies that thrust their own decisions.
He regrettably noted that Indian authorities have
been arresting Shah repetitively on the pretext of
fabricated cases. “Shah’s only crime is that he
pleads and works for an honourable and equitable
settlement of the long-running dispute of
Kashmir”, the statement said.
Expressing deep concern over the deteriorating
health condition of the incarcerated leader he
said, “Shah is suffering from more than one
serious ailment including cardiac problem and he
needs thorough medical check up on daily basis”.
Saghar urged the world human rights organizations
to take cognizance
of Indian authorities’ highhandedness and play
their vital role to ensure safe release of the
detained leader.
Meanwhile, during a meeting held here at DFP’s
information office strongly condemned Indian
authorities’ act of slapping PSA against its
chairman and termed it as a violation of human
rights.
The meeting was presided over by vice president
and attended by Mir
Asrar Hussain, Nazir Ahmed, Mir Bashir Advocate
and others. The participants of the meeting urged
India to release the detained leader and other
political activists who have been languishing in
various jails in and outside the “occupied
territory“for last several years.
Shah charged with fomenting trouble
Srinagar, Apr 19: Senior
Hurriyat leader and chairman Democratic Freedom
Party Shabir Ahmed Shah, booked under Public
Safety Act, has been charged with fomenting
trouble in Kashmir and advocating secessionist
ideology.
“Acting at the behest of ISI
agency of Pakistan and other anti-national
elements within the state and across the border,
in the initial stages of secessionist ideology,
you indulged in the propaganda agitations and
training of organizations in order to advocate
this ideology,” the four-page grounds of detention
issued against Shah by the district magistrate
here, read. “You continue to do so even today and
indulge in anti-national activities,” reads the
dossier.
This new strategy is highly
prejudicial to the maintenance of the security of
the state besides endangering human life and
property,” it added.
“On November 7, 2007, Shah visited families of
militants killed in an encounter at Neil Pattan
and said that armed struggle will continue for
separating the JK from India,” the dossier added.
“Intelligence reports have revealed that on Jan
12, 2010 you have attended a condolence
meeting in Dalgate and said that the army and
security forces are indulging in wanton
killing of innocent people and projected the death
of the youth (Inayat Khan) as a result of communal
hatred, and resorted to various means to arouse
the sentiments of common people against the
Union of India,” it said.
In the detention order the District Magistrate
said the number of inmates in Central Jail
Srinagar on April 15, 2010 was 482 against the
capacity of 300. “I am constrained to direct the

Shah lost 10 kgs in jail’
Govt ignoring his worsening health
Srinagar,
April 18: Expressing concern over deteriorating
health of incarcerated separatist leader and party
chairman, Shabir Ahmad Shah, Democratic Freedom
Party (DFP) on Sunday said that Shah has lost 10
kgs of weight within three years of illegal
detention and and puppet authorities were ignoring
his deteriorating health condition.
Addressing a press conference in Srinagar, the DFP
acting chairman, Maulana Tari condemned in strong
terms the puppet authorities act of slapping PSA
against Shah. he said that Shah was shifted from
JIC Jammu to JIC Humhama and then shifted to
Kotbalwal Jail.
"Despite strict direction from doctors the
authorities are not attending to his health
problems. He has lost 10 kgs of weight during past
three years of detention," Tari maintained. "He is
fighting for a noble cause and arrests are part of
it, but as per the international covenants it is
the duty of state administration to provide
healthcare to a detainee,” he added.
DFP chief was examined by Dr
Manzoor Halwai at JIC Humhama who suggested him to
restrict movements or travel long distances.
"But he was taken to Kotbalwal Jail in a bus
Sunday morning. The authorities are just formally
allowing consultation but medical advice is not
being implemented," said the DFP acting chairman.
According to medical records provided by DFP,
doctors at District Hospital Kathua referred Shah
to GMC Jammu for various check ups. "It just
stopped at paper work and nothing was done on
ground," said Tari.
About the repeated arrests of Shah, he said: "The
court judgments are not being respected. It has
turned into a joke. We have lost faith in this
institution as well."
Answering a question, Tari said: "Involvement of
Hurriyat leadership in facilitating repeated
arrests of Shah cannot be ruled out." However, he
refused to divulge details about it.
"If Shah is being arrested for his peaceful
political struggle for freedom then why are other
leaders free. Shah's unity efforts are just to
ease out the way to resolution of the issue," said
DFP acting chairman.
Stating that killing of 70-year-old man at
Handwara in a “fake encounter” has again exposed
the state of affairs in the state, he said, "This
incident is reflective of worst human rights
violations of which Shah has also been a victim
for decades."
Tari said that DFP consulted other leaders on the
deteriorating health of Shah. Chairman Jammu
Kashmir Liberation Front Muhammad Yaseen Malik
also visited Shah’s residence on Sunday afternoon.
Salah-ud-Din concerned at Shah’s falling
health
Srinagar, Apr 17: The
chairman of United Jihad Council, Syed
Salah-ud-Din, has expressed concern over the
falling health of incarcerated pro-freedom
leader Shabir Ahmad Shah.
Salah-ud-Din, according to UJC statement issued
by its spokesman Syed Sadaqat Hussain from
Pakistan administered Kashmir, said Shah was
shifted to Kote Bilwal Jail, Jammu, for the
fourth time under PSA despite court orders for
his release.
“Shah has been deprived of medical and other
basic facilities in jail as a result of which he
has developed several ailments,” he said,
terming his detention as ‘worst kind of human
rights violation’.

Shabir Shah again booked under PSA

Apr 17: Senior pro-freedom leader and chairman
Democratic Freedom Party, Shabir Ahmad Shah was
Saturday booked under a fresh Public Safety Act.
Under fresh PSA order, which was seventh against
Shah in past two years, he will be lodged at
Kotbalwal Jail, Jammu.
Sources said that the district magistrate Srinagar
issued a fresh order slapping PSA on Shah. The
order came on the day when documents for his bail
application were moved. The court had ordered his
release on bail but he was kept under detention.
Condemning fresh PSA orders against Shah, a DFP
spokesman said: “His condition is worsening and he
needs immediate medical attention but it is
ironical that he is being kept under detention
with fresh PSAs being slapped on him after every
four to five months.”
Shah was released from Kathua jail in the first
week of April but was soon re-arrested and lodged
at JIC Jammu. He was last week shifted to JIC

Shah threat to JK peace: Police dossier
Srinagar, Apr 13: Police
today said the Democratic Freedom Party chairman
and senior pro-freedom leader, Shabir Ahmad
Shah, was a “threat to peace” in the state and
was detained in a case of 1990.
The police produced a 3-page dossier against
Shah in a local court stating that in 1990, some
outside forces had conspired with local
anti-state elements to disturb the peace in the
state.
Quoting dossier, a local news agency KNS
mentioned that the police had accused Shah of
his involvement in the conspiracy and
accordingly a case was registered in a local
police station.
“The frequently issued statements by Shah have
encouraged the anti-state activities in the
state. Though a case was registered against him,
he couldn’t be arrested as Shah was involved in
other cases and was detained for long time.”

Shabir Shah remanded for 1991 case
Accused of instigating youth to cross LoC
Srinagar,
April 13: Senior Hurriyat (M) leader and Democratic
Freedom party leader Shabir Shah has been remanded to
Counter Intelligence Kashmir (CIK) till April 18 in a 19
year old FIR in which Shah along with other prominent
separatist leaders have been accused of “instigating
Kashmiri youth to cross LoC for arms training”.
This has been revealed in the application April 02, 2010
furnished by CIK to the court while seeking his remand in
the case. However, Democratic Freedom Party has refuted
the allegations leveled by CIK against Shah saying that he
was in jail from 1989 to 1994.
The remand application of CIK reads, “Police Station CIK
wanted to take action against Shah in the particular case
but he used to be behind bars for most of the time in
other cases. Shah has been accused that he along with Syed
Ali Geelani, Prof Abdul Gani Bhat and late Abdul Gani Lone
instigated youth to take arms training across LoC in
1991.”
“On October 3, 1991, CIK received specific information
from its sources that Shah in league with the leaders from
Jamaat, JKLF and Peoples League conspired to instigate
Kashmiri youth against India to secure Kashmir’s
secession,” the document issued by CIK Kashmir to Shah
reads.
“In this regard, a case FIR 15 of 1991 under Section
153-A, 120-B, read with 13 ULA stands registered in PS CIK
Srinagar.”
On the other hand, DFP has refuted allegations leveled by
CIK against Shah in the application before the court while
seeking his remand. “The allegations leveled by CIK
against Shah are baseless as he was under incarceration
from 1989 to 1994 in Jodhpur Jail while as FIR stands
registered in 1991,” DFP spokesman said.
Shah was recently released from Kathua Jail after High
Court quashed his detention orders under PSA. But soon
after his release from the jail, Shah was shifted to JIC
Jammu by CI, Jammu. Three days back, he was shifted to
Srinagar, where he has been remanded to PS CIK in a 1991

PSA on Shah quashed again
Srinagar, Apr 2: The High Court Friday
quashed the detention under Public Safety Act of
Democratic Freedom Party chairman Shabir Ahmad Shah and
directed the state to release him if not required in some
other case.
Police had arrested Shah from his residence at Sanatnagar
here on February 2. Subsequently, District Magistrate
Srinagar slapped PSA on Shah on February 9 and detained
him in Kathua Jail.

talking to media men here on Tuesday. “Had Mr. Shah been
born in the west he would have received Nobel Peace

Calling for an end to the human rights abuses in Kashmir

political prisoners of Kashmir especially Shabbir Ahmad
Shah who is detained illegally in Kathua jail in
deteriorating health conditions despite the High Court
release orders.
A memorandum was also presented to Queen Elizabeth II,
wherein the British Kashmiris asked for empowerment of
Kashmiris as the basic party to the dispute in any future
dialogue. “The youth of Kashmir are getting more and more
frustrated as they do not foresee a result oriented

Mar 9: The Pakistan foreign minister, Makhdoom Shah
Mahmood Qureshi, has invited the Hurriyat Conference (M)
senior leader and Democratic Freedom Party president,
Shabir Ahmad Shah, to visit the country.
Pertinently, Shabir Shah is presently serving detention
under PSA in district jail, Kathua, Jammu.
“To promote peaceful resolution of the Kashmir dispute, we
would like to benefit from your valuable views. I am,
therefore, pleased to extend an invitation to you to visit
Pakistan at mutually convenient dates in the second half
of March 2010,” reads the invite extended by the Pak
foreign minister.
Meanwhile, the Democratic Freedom Party has expressed
serious concern over the deteriorating health of its
incarcerated president and Hurriyat senior leader Shabir
Ahmad Shah.
In a statement on Tuesday, a Party spokesman railed at the
government for allegedly depriving Shah of medical
treatment despite court orders for his treatment. Shah,
according to Party statement, is suffering from acute
renal disease.
The Party appealed to all the Human Rights organizations
to use their influence to save the life of Shah.
Meanwhile, a delegation of International Red Cross
Committee (IRCC) led by Dr Larant Sabilia visited Shah’s
residence, Budshah Nagar Colony, Sanat Nagar, here and met
the DPF leaders there. The delegation was apprised about
Shah’s ailments and lack of proper treatment to him jail.
Shah's case, HC reserves judgment

Mar 9: The High Court Tuesday reserved the judgement in
Letter Patent Appeal (LPA) filed by the state challenging
the court order of shifting of Democratic Freedom Party
chairman, Shabir Ahmad Shah, from Kathua to Central jail
here.
The state had filed an LPA on Monday challenging the
February 26 judgement, in which the Court had directed the
state to shift the Hurriyat leader from Kathua to
Srinagar. The state had appealed the court through LPA to
set aside the impugned order passed by Justice Muhammad
Yaqoob Mir in CMP (Civil Miscellaneous Petition) Number 17
of 2010, titled Shabir Ahmad Shah versus state of J&K.
The LPA said the grounds cited in the objections filed by
state against the CMP had not been appreciated by court in
its proper perspective, as such the impugned order had
caused miscarriage of justice, hence liable to be set
aside.
“The court has not appreciated the most important aspect
of the case viz a viz that the lodgement of a detainee is
always prerogative of the detaining authority and an
administrative order,” it said.
Terming the detainee a “staunch secessionist leader” the
LPA said, “The competent authority has found it
appropriate to lodge him in the Kathua jail as the jails
in Kashmir are overcrowded.” It added, “Srinagar Central
jail has already passed the capacity, where 480 inmates
are at presently lodged whereas the jail has capacity to
accommodate only 370. The overcrowding was affecting the
security of the jail and was a cause of disturbance in and
around the Jail.”
Keeping in view the position of the detainee in the
secessionist camp, the competent authority had found it
convenient for detainee as well as for the administration
to lodge him in district jail Kathua.
It said Shah was advocating secession of J&K from Union of
India and its merger with Pakistan. It said Shah founded
Peoples League and militant outfits Muslim Janbaz Force
and Al-Jehad. It said, “The secessionist outfit
(Democratic Freedom Party) under the chairmanship of the
detainee got merged with APHC, the aim and object of which
is to assist and support militants organizations in
seeking liberation of state from Union of India by waging
war through armed organizations like Muslim Janbaz force.”
Counsel for detainee Main Abdul Qayoom said if the
Srinagar Central jail was overcrowded, the detaining
authority could lodge him in other jails of Kashmir
valley. He said the judgement of Division Bench of High
Court Srinagar in case of Asiya Andrabi versus State of
J&K should be kept at place, which has directed the
detaining authority to lodge the detainee in a jail near
to his trail court for the convenience of the detainee’s
family. The order had been confirmed by Supreme Court, he
said.
Meanwhile, the court has granted one weeks time to the
state government for filing objection, in which the
detainee through his counsel has challenged the detention
under Public Safety Act.
India endangering life of Shah: Saghar

Mar 08: The senior vice president of Democratic Freedom
Party and the convener of All Parties Hurriyat Conference
Pak chapter, Mehmood Ahmed Sagar has urged the world
leaders to take notice of the inhuman treatment meted out
to incarcerated Hurriyat leader Shabir who was illegally
detained by Indian authorities on the basis of fabricated
and base-less accusations.
In a memorandum addressed to world leaders Saghar while
highlighting the plight of detained leader said that
Shah’s life was at risk as the Indian authorities were
further endangering his life thereby denying him the basic
facilities and health care.
“Shah 56 is suffering from more than one serious ailments
including cardiac problem. He needs thorough medical check
up on daily basis”, the communiqué said.
“Shah’s only crime was that he pleads and works for an
honourable and equitable settlement of the long-running
dispute of Kashmir and raises the voice of subjugated
people. During his peaceful struggle, the Indian
authorities even launched a murderous attack on him while
he was leading a public rally in Srinagar in July 2008”,
Saghar added.
To prevent him from political activities he pointed out
that Indian authorities were in the habit of leveling
baseless accusations against him every now and then. “For
more than a dozen times he was thrown behind the bars
thereby slapping the infamous Public Safety Act (PSA),
under the garb of which, any person can be detained for a
period of two years, without any trial.”, he maintained.
He said that notwithstanding the court orders the Indian
authorities were not even willing to shift the detained
leader to Srinagar.
Expressing serious concern over the Shah’s declining
health condition he said that the inhuman treatment meted
out to him is a matter great concern for all of us and to
his family in particular. Seeking world leaders’ attention
towards the deteriorating health condition of the party
leader Saghar appealed them to take effective cognizance
of Indian high-handedness and ensure safe release of the
detained leader and other political activists who have
been languishing in various jails in and outside the
occupied territory for last several years.
DFP to file contempt petition
Srinagar, Mar 7: The Democratic Freedom
Party (DFP) on Sunday said that it would file a contempt
petition against the government for not shifting its
chairman Shabir Ahmad Shah, detained in Kathua under
Public Safety Act, to Srinagar.
Shah an executive member of Hurriyat
(M) was booked under PSA, fifth against him in less than
2-years, last month and shifted to Kathua jail. The DFP
had challenged his detention in the High Court. On health
grounds the court had directed the state government to
shift Shah to Srinagar.
The DFP’s legal advisor, Fayaz Ahmad, while addressing a
news conference here said, “Ten-days have passed since
court directed the government to shift Shah sahib to
Srinagar. This amounts to violation of the High Court
directions. Our senior counsels will move a contempt
petition in the court as government ahs failed to shift
Shah sahib.”
Speaking on the occasion the acting chairman of the party
Maulana Abdullah Tari, said that Hurriyat leadership had
promised to launch an agitation against Shah’s detention.
“We hope they keep their promise.”
“In his 25 years of detention Shabir Shah has never
yearned for release. And we too have never pressed hard to
seek his release but this time his fast deteriorating
health is a cause of concern for all of us. We will be
satisfied if the government shifts him to Srinagar but if
it does not we will take to streets,” Tari said, adding,
“Shah sahib is suffering from serious kidney ailment.”
“We want to tell the government that they are not treating
detainees humanly. They are endangering their lives by
denying them medical attention,” Tari said.

Mar 04: The AJK prime minister Raja Farooq Haider Khan
while expressing serious concern over deteriorating health
condition of Hurriyat leader Shabir Ahmed Shah has asked
the government of India
to release the incarcerated leader without any further
delay.
Taking notice of the inhuman treatment meted out to him
(Shah) in jail, Khan noted regrettably that the detained
leader was being deprived of the basic human rights and
healthcare. “Under the pretext of fabricated cases
thousands of Kashmiris are languishing in different jails
in and outside the valley”, he said adding that such
tactics by the Indian authorities would not deter
Kashmiris and their leadership from pursuing the
collective cause.
Resorting to state-terrorism he said that Indians were
trying to quell the Kashmiris’ voice for right to
self-determination. The AJK premier urged the world human
rights organizations to take effective cognizance of what
he called as worst kind of human rights violations
perpetrated by Indian troops in Indian administered
Kashmir.
He was of the view that India was not sincere in resolving
Kashmir dispute. Under the garb of dialogue he said that
Indian motive was just to kill the time. “If India is
really sincere to resolve the long-simmering dispute of
Kashmir then India should release all the detainees,
repeal draconian laws enforced in the area and call back
its troops from populated areas”, the statement said.
Meanwhile, Mehmood Ahmed Saghar, the convener APHC-M Pak
chapter also expressed concern over the declining health
condition of Shabir Ahmed Shah. He said that despite court
orders Indian authorities were not willing to shift the
detained leader to central jail Srinagar. He pointed out
that Shah was suffering from more than one serious
ailments including cardiac problem that need thorough
medical check up on daily basis. He said that it was very
unfortunate that Shah was not given proper medical

Feb 26: The Acting Chairman of Democratic Freedom Party,
Moulana Abdullah Tari on Friday threatened to launch a
statewide agitation if the party President, Shabir Ahmad
Shah was not given proper medical attention.
Tari made these assertions while addressing a press
conference in Srinagar. Referring to criminal negligence
on the part of doctors at GMC Jammu he pointed out that
their attitude has been quite pathetic with Shah.
Condemning the act of doctors at GMC Jammu regarding
Shah’s treatment, Tari said: “He was not attended by the
doctors there and was sent back to the Kuthua. This is a
condemnable act and a big example of political revenge.”
He said that if Shah was not given immediate patient care,
his life would be under threat. “If something happens to
Shah sahib, we will launch a massive agitation, the
responsibility of which would be on the government,” he
said.
“In a democracy, politics is used as a weapon to counter a
politician but the State government is following a revenge
policy against our leaders,” he said.
Tari also condemned the arbitrary arrest of Shah and other
Hurriyat leaders.
Tari said New Delhi should shun its “stubborn attitude”
and engage in a meaningful dialogue with Islamabad.
Terming the meeting of Indo- Pak foreign secretaries as a
welcome step, Tari said both countries should resolve all
pending issues through dialogue process.
Shift Shah to Srinagar Central Jail: HC
Srinagar, Feb 26: The High Court Friday
directed the State to shift Democratic Freedom Party
chairman Shabir Ahmad Shah, arrested from his Sanatnagar
residence here on 2nd of this month, from Kathua to
Srinagar Central Jail.
A writ petition has been filed by Shah’s wife, Dr Bilquees
through her counsel Mian Abdul Qayoom for quashing the
detention under PSA and shifting of the detainee from
Kathua Jail to Srinagar Central Jail.
Meanwhile, the incarcerated leader was allegedly denied
treatment at Government Medical College, Jammu, where he
had been shifted by authorities on doctor’s advice.
Expressing concern over Shah’s deteriorating health, party
activists told Greater Kashmir he had been shifted to GMC
for surgery. “However, after day long wait the doctors and
Medical Superintendent of GMC refused to admit the ailing
leader,” they alleged.
The medical reports of Shah prepared by District Hospital
Kathua reveals that his prostrate is enlarging while a
cyst is seen in the middle of his left kidney.
Talking to Greater Kashmir, the superintendent GMC Jammu,
Dr Ramesh Gupta, termed the allegations as baseless. “He
had urological problems for which he was attended by
Urologist, Dr Ilyas Sharma,” he said, adding the doctor
had advised some diagnostic tests.
UK-based Kashmiri parties to launch pro-Shabir Shah
campaign
LONDON, Feb 24 - The UK-based Kashmiri parties have
decided to launch a vigorous campaign to seek the release
of detained pro-freedom leader Shabir Ahmed Shah from the
Indian jail.Democratic Freedom Party is spearheading this
campaign and is approaching all the mainstream political
groups in the UK and Europe as well as the UN Human Rights
Council.Ershad Malik a senior leader of DFPUK , said
Wednesday that All Parties International Kashmir
Co-ordination Committee is also supporting Mr.Shah’s
release campaign.
‘This campaign is basically intended to ask the government
of India to revoke illegal, unethical and undemocratic
imprisonment of ailing Shabir Ahmad Shah.’

Resolution of Kashmir must for durable peace: Shah

Dec 18: Expressing serious concern over the escalating
tensions between India and Pakistan, the chairman of Jammu
and Kashmir Democratic Freedom Party, Shabir Ahmed Shah
has said that both the countries should take effective
measures to resolve all outstanding issues particularly
the core issue of Kashmir in accordance with the wishes
and aspirations of the people of Jammu Kashmir.
The DFP chief made these assertions while addressing a
mammoth gathering at Charer-e-Sharief on Friday. He stated
that for the larger interests of the people of the entire
subcontinent both the countries should take appropriate
measures to thrash out an equitable and honorable solution
of the long-running dispute.
Shah voiced serious concern over the stepped up human
rights violations in Kashmir and urged the world human
rights organization to pressurize India to stop bloodbath
of innocent Kashmiris.
Appreciating the Hillary Clinton’s recent statement he
said that solution of Kashmir dispute was must to ensure
durable peace in the region. He however maintained an
amicable solution of the Kashmir tangle could be sought
out through tripartite negotiations thereby engaging all
the stake holders including Pakistan, India and the people
of Kashmir.
He paid rich tributes to thousands of Kashmiri martyrs who

reiterated that their mission would be taken to logical

Hurriyat (M) committed to its constitution: Shah
Srinagar,
Oct 30: The chairman Democratic Freedom Party and senior
Hurriyat conference (M) leader, Shabir Ahmad Shah, Friday
said the conglomerate was committed to its constitution
and no one could breach it by participating in the
bilateral dialogue.
“We have the experience that bilateral talks in the past
have yielded nothing and we need to learn from it. We are
not against dialogue but we can’t breach the trust of
those who made sacrifices in the ongoing movement,” Shah
told Greater Kashmir.
He said the conglomerate was committed to its constitution
and the agreement reached out between two factions of the
Hurriyat during the Amaranth land agitation last year.
“We have agreed on tripartite dialogue on Kashmir and the
conditions laid for the unification of Hurriyat. We can’t
break the agreement and we all need to move forward on
that,” he said adding, “We respect the constitution and we
are bound by it for Hurriyat unification and dialogue on
Kashmir issue.”
He said he hadn’t had any meeting with chairman Hurriyat
(M), Mirwaiz Umar Farooq, after his release from jail.
“Once he returns from the conference in London I’ll meet
him and my stand on the constitution and last year’s
agreement will remain the same,” he said.
Reacting to Prime Minister Dr Manmohan Singh’s recent
statement about dialogue, he said, “We don’t have to
discuss development with the PM but we have to discuss

Black Day’ observed in Pak, AJK

Oct 27: Kashmiris on this side of the line of control
observed a “Black Day” on Tuesday appealing the
international community to discharge its moral and legal
obligation for settlement of the 62-year old dispute over
Kashmir.
Protest demonstrations, public rallies, seminars and
symposia were held at various places in Pakistan and in
major cities and towns of AJK. The Pak chapter of the All
Parties Hurriyat Conference (M) staged a sit-in in front
of the United Nations Military Observer Group in India and
Pakistan office in Islamabad.
Several activists, including Syed Yousuf Naseem, Mir Tahir
Masood, Dr Aala, Faiz Naqashbandi, Tufail Altaf Bhat, Syed
Muzaffar Hussain Shah, Altaf Hussain Wani, Abdul Hameed
Lone, Abdullah Gilani, Khadim Hussain, JKLF leader Saleem
Haroon, JKLF® leader Shoib Shah and several others joined
the protest demonstration led by the APHC (M) convener,
Mehmood Ahmad Saghar.
Terming 27th October as the darkest chapter of Kashmir
history, they said that “on this day in 1947 the Indian
forces occupied the territory against the will of the
people of Jammu and Kashmir. The military aggression had
disastrous implications on South Asia. Besides
jeopardising peace and stability in the region the ugly
incident has adversely affected the socio-economic
development in the region.”
Voicing serious concern over the continued human rights
violations in Kashmir, they urged the international
community to impress upon India to stop what they termed
as the bloodbath of innocent Kashmiris.
They maintained that resolution of the fundamental issue
was imperative for durable peace in the region. Recalling
the UN resolutions on Kashmir, they said India should
uphold and honour the pledge made to the people of
Kashmir. Urging India to withdraw its forces from Jammu
and Kashmir, they said peace and prosperity in South Asian
region was directly linked to the peaceful settlement of
Kashmir dispute.
Later, the APHC leaders presented a memorandum to the
UNMOGIP officials. Highlighting the sufferings of Kashmiri
people, it sought the highest world body’s proactive role
in resolving the simmering dispute in light of the United
Nations Security Council resolutions.
The All Parties Hurriyat Conference (G) organized a rally
and sit-in in front of the UNMOGIP office at Muazaffarabad.
Besides the amalgam’s chief, Muhammad Farooq Rehmani, the
rally was attended by G M Safi, Shoukat Hussain Bhat,
Ishtiaq Hameed, Shoukat Wani and hundreds of Kashmiri
migrants.
A memorandum addressed to the UN secretary general was
presented to the UN mission commander. “India’s existence
in Jammu and Kashmir depends on state terrorism and
military might. India has further re-enforced its military
might to crush present movement using brute force of
unimaginable proportions against the Kashmiris,” it said.
A similar rally was organised by Jammu Kashmir Liberation
Cell at Muzaffarabad. It was led by renowned lawmaker and
Muslim Conference leader, Peer Murtaza Gilani.
Saghar hails release of Shah
Islamabad, Oct 22: Hailing the release
of party chairman Shabir Ahmed Shah, the Convener of APHC
Pak chapter and vice president of Democratic Freedom Party
Mehmood Ahmed Saghar has said that Shah’s release from the
incarceration would strengthen the ongoing struggle for
right to self-determination.
According to a press statement issued here today, Saghar
made these assertions while addressing a party meeting
held at the Freedom House in Rawalpindi today, which was
attended by Mir Asrar Hussain, Nazir Ahmed Bhat and
several others.
Speaking on the occasion, Saghar maintained that Kashmir
being a political issue has to be resolved politically
through peaceful means. “DFP believes in peaceful
settlement of Kashmir dispute…and we hope that India by
accepting the ground realities would make sincere efforts
to address the long-simmering dispute to ensure peace and
stability in the region.
It is pertinent to note here that after 15-month long
imprisonment, the DFP chief Shabir Ahmed Shah was released
from Central jail Srinagar on Wednesday.
Shabir Shah Released
Srinagar, Oct 21: The authorities on
Wednesday released chairman of Democratic Freedom Party
Shabir Ahmad Shah.
The party spokesman said he was granted bail by the chief
judicial magistrate Srinagar in the evening following
which he was released.
“We got release orders from the court and went to Central
jail to secure his release. After completing the
formalities he was released,” he said.
Government had revoked Shah’s consecutive Public Safety
Act on October 26 while he was facing detention in
Kothbalwal jail in Jammu.
Democratic Freedom Party condemns Shah’s detention
Srinagar: The Jammu and Kashmir
Democratic Freedom Party has strongly condemned detention
of its chairman, Shabir Ahmad Shah, for the fourth time
under Public Safety Act (PSA). “A police team from
Srinagar Thursday informed Shah, who is under treatment in
a private nursing home at Jammu, of his arrest under PSA.
He was further informed that the authorities had issued
orders for his shifting to Kootbilwal jail,” said a
spokesman of the DFP in a statement.
Meanwhile, Mehmood Ahmed Saghar, the
vice president of DFP while flaying Indian authorities
for re-arresting Shah under PSA termed it as undemocratic
and unjustified act on the part of government of India.
Shabir Shah's detention, Lawyers team file writ
petition
Srinagar, Sept 7: Democratic Freedom
Party on Monday said a team of lawyers represented by the
senior advocate Pran Nath Bhat had filed a writ petition
in Jammu High Court against the state government.
In a statement today, a spokesman of the Party said, “ It
has been requested in the petition that the team be
acquainted with all accusations leveled against DFP chief
Shabir Ahmad Shah so that these could be accordingly
defended.”
A spokesman of JKDFP while condemning Shah’s detention
said, “For last one year Shah has been kept under unlawful
and unjustifiable detention on one excuse or the other
showing scant consideration for his falling health.”

Islamabad Sept 4: Reiterating his country’s full support
to the Kashmir cause, foreign minister Shah Mehmood
Qureshi has said that Pakistan strongly believes in
Kashmiris’ right to self-determination and wants an
amicable settlement of the Kashmir issue in line with the
United Nation’s resolution.
Qureshi was interacting with the Kashmiri leaders at a
closed-door meeting hosted by the Pakistan foreign office
here today. Attended by the Kashmiri leaders from both
sides of the ceasefire line, the meeting lasted for three
and a half hours.
Besides the AJK president Raja Zulqarnain Khan, the
meeting was attended by AJK prime minister, Sardar
Muhammad Yaqoob Khan, opposition leader Sardar Attique
Ahmed Khan, leaders of the political parties including
Pakistan Peoples Party, Muslim Conference, Peoples Muslim
League, Peoples Party AJK, Jammat-e-Islami, JKLF (A),
Liberation League and others, whereas, Hurriyat leaders of
both the factions and the JKLF representative also
attended the briefing.
During the in-camera meeting the foreign minister apprised
the Kashmiri leaders of the Pakistan’s efforts regarding
the resumption of composite dialogue process with India
and its diplomatic engagements in seeking support of the
international community to resolve the long-pending
Kashmir dispute in accordance with the Kashmiris
aspirations.
“The Kashmiri leaders were assured of Pakistan’s continued
political, diplomatic and moral support in their struggle
for right to self determination”, sources told Greater
Kashmir.
Kashmiri leaders on the occasion suggested that Pakistan
must bring a unanimous resolution in the National Assembly
to renew its decades’ long national stance on Kashmir.
Keeping in view the significance of the issue it was
agreed that besides taking onboard the political
leadership the consultation was must to forge broader
consensus.
To make dialogue process all-inclusive the participants
maintained that inclusion of Kashmiri leadership in the
talks was imperative. During the meeting it was felt that
the role of Kashmiri Diaspora was must to mobilize world
community and efforts were needed to make it more strong
and vibrant.
Referring to Assembly Elections in Indian administered
Kashmir, the participants of the meeting maintained that
these elections were not a substitute to Kashmiris’ right
to self-determination. Denouncing the human rights
violations they urged India to stop human rights
violations and release all the political detainees
including Syed Ali Gilani, Shabir Ahmed Shah and others.
About the confidence building measures, the meeting hailed
the trade and travel facilities being provided to the
people of living on either sides of the ceasefire line and
stressed the need for making it more effective.
Backing the peace process it was agreed that India should
resume the stalled dialogue with Pakistan immediately to
thrash out solution of all issues particularly the core
issue of Kashmir.
The Kashmiri leaders emphasized the need to resume
dialogue process between Pakistan and India and added that
both Islamabad and New Delhi would benefit from the
resumption of the dialogue process, which is in the
interest of peace and security in South Asia and added
that Kashmiris must be associated with these talks. “We
feel that Kashmir dispute is central to Pakistan-India
relations which highlights the need for the Kashmiris to
be associated with the dialogue process,” the meeting
observed.
Foreign minister said Kashmir holds the key to a durable
peace in the region. He said Kashmir issue remained
focused in all the meetings of President or Prime Minister
or at foreign minister level with the Indian leaders.
Referring to the recent meetings between the two prime
ministers at Sharm-El-Sheikh the Foreign Minister said, it
underlines that “the two prime ministers recognized that
dialogue is the only way forward.”
He said, “We feel that the reaction in India to the
Pakistan-India talks in Sharm El-Sheikh and the subsequent
joint statement has been emotional.”
The meeting expressed full solidarity with the people
Kashmir underlining that Pakistan will never abandon the
Jammu and Kashmir issue.
The meeting called for the resolution of the water issues
between Pakistan and India in accordance with the Indus
Treaty of 1960.
The meeting endorsed the holding of a conference on
Kashmir early next year.
Regarding the much hyped autonomy package for Gilgit
Baltistan, the sources added that Kashmiri leaders
particularly the heads of regional parties have expressed
their apprehensions vis-à-vis the recently approved
autonomy package for Northern Areas. “While raising their
concerns they complained that Kashmiri leadership was not
taken into confidence over this development”, the sources
said. Whereas, Hurriyat representatives, according to
sources, remained tight-lipped over the issue.
Referring to the intriguing issues pertaining to the
package the Kashmiri leaders pointed out that the
government should have worked out AJK type governance
model for the area. However, granting democratic rights to
the people of NAs the participants noted that it was a
positive development.
Branding self-rule for NAs as purely an empowerment
package for the local people Qureshi made it clear that
the territory has not been declared as constitutional part
of Pakistan.

Srinagar, Aug 30: Jammu Kashmir
Democratic Freedom Party has expressed serious concern
over the continued detention of pro-freedom leaders under
the draconian public safety act (PSC) in different jails.
The Party, at a meeting held here today with its chairman
Muhammad Abdullah Tari in chair, alleged that the
government was exhibiting an undemocratic an even a
callous attitude towards the miseries of people and their
leadership was subjected to immense hardships for voicing
their concern for it.
“Without any legal or ethical justification, almost entire
top leadership is put behind bars to languish in unhealthy
and inhuman conditions, showing utter disregard for
acknowledged standards related to social and political
life and rights of people,” said a spokesman of the Party
in a statement today.
The meeting expressed grave concern over the ailing health
of Party chief Shabir Ahmad Shah in jail. “Despite the
fact that doctors keep on advising that Shah needs to be
shifted from the jail to get adequate medical care, the
government is maintaining a dictatorial and unjustifiable
attitude and showing utter disregard to court orders for

AJK premier lauds role of Kashmiri refugees

Aug 6: Prime Minister of AJK Sardar Muhammad Yaqoob
Khan on Thursday hailed the role of Kashmiris who fled
from Keran, Karnah and other areas in 1990s and said
that they played a vital role in the ongoing struggle
for right to self-determination.
Khan told this to a delegation of APHC representatives
who called on him at Kashmir House on Thursday.
The Hurriyat representatives briefed the AJK premier
about the prevailing political situation in Kashmir.
Referring to the unabated human rights violations and
the continued detention of the Hurriyat leaders, they
said “India has usurped the very fundamental rights of
Kashmiris by imposing undue restrictions.”
They, however, maintained that the pressure tactics
being applied by the India would not dissuade Kashmiri
leaders in pursuing the collective cause.
The delegation was led by acting convener Mehmood
Ahmed Saghar and comprised of Syed Yousuf Naseem,
Sheikh Yaqoob, Faiz Naqashbandi, Dr Abdul Aala,
Manzoor-ul-Haq Butt, Abdul Majeed Malik and Nisar
Mirza.
Shah hospitalized, court quashes his PSA
Srinagar Aug 4: The High court today
quashed the Public Safety Act of the Democratic
Freedom Party chairman, Shabir Ahmad Shah, and
directed the government to release him.
The High court passed the order after it heard
arguments of senior counsel Mian Abdul Qayoom. He
described the detention order passed against Shah
under the provisions of the Public Safety Act as
“non-application of mind.”
He said the Act had been invoked against him for the
third time and described it as total violation and
directed that he should be released.
Earlier in the day Shah, who was lodged in the
district jail Udhampur, was admitted to the Government
Medical College and Hospital, after he complained of
pain in his kidneys. After examination doctors
referred him to a private nursing home in Jammu.
The hospital superintendent Dr Romesh Gupta told
reporters that Shah was examined by a top surgeon
specialist and his condition was stable.
“His kidney stone has enlarged causing acute pain. He
will be operated upon very soon by the doctors,”
Doctors said.
British parliamentarians concerned at Shah’s
falling health
London, Aug 6: Two British parliamentarians, in a
letter to the British Foreign Secretary, David
Miliband, have expressed their concern over the
deteriorating health of the Democratic Freedom Party
chairman Shabir Ahmad Shah in Udhampur jail, Jammu,
according to DFP statement.
The parliamentarians have also expressed serious
concern over human rights violation in Jammu and
Kashmir.
“The members of the Kashmir Diaspora in London, at a
meeting, stressed the need for provision of medical
treatment to DFP president Shabir Ahmad Shah. A
delegation of from AJK comprising the speaker AJK
Legislative Assemblly shah Ghulam Qadir, the
president AJK Peoples Party Choudry Majid, the
deputy opposition leader Malik Nazwar and three
ministers: Syed Showkat, Mufti Mansoor and Sadiq
Bhatty were among those who agreed with those
present that more was needed to be done in order to
seek the release of Shabir Ahmad Shah for medical
treatment,” said a spokesman of the DFP in a
statement today.
Prof. Nazir Ahmad Shawl, Ershad Malik, Dr Zulfiqar
Ali and Dr Saboor were among those present at the
meeting. The participants urged the UN human rights
council, Amnesty International and other Human
Rights Organizations to take serious note of falling
health of Shah.

demand unconditional release of Shah

July 12: In continuation to RELEASE SHABIR SHAH
CAMPAIGN, representatives of Kashmiri Diaspora
lodged a strong protest in front of Indian High
Commission in London today against the unlawful
detention of Mr Shabbir Ahmed Shah president of the
democratic freedom part and a popular Kashmiri
political leader.
The protest was organised by the representatives of
the Kashmiri Diaspora living in the UK, and was
supported by All political groups in the UK and the
J&K Human Rights organisations. Participants while
criticising the Indian atrocities against the
prominent kashmiri leader said he has been in prison
unlawfully for more than half of his life and he
needs urgent medical treatment for ailing health
which is being denied by the Indian government which
could have grave consequences on his health.
Demonstrators also raised slogans against the
atrocities of the Indian army and police against the
civil population of Kashmir in particular Shopian,
Varmul and Srinagar. The demonstrators reiterated
that heir peaceful protest movement would continue
till the attainment of their right of self

Release Shabbir Shah Campaign starts in the United
Kingdom
London: A meeting of prominent British
Kashmir Diaspora was organized at Kashmir centre on the
request of Mr Ershad Malik Secretary Diplomatic and
foreign affairs Democratic Freedom Party UK. Among others
who participated in the meeting were Prof Zafar Khan
Chairman Diplomatic Bureau JKLF, Dr Zulfiqar Ali President
Advisory Council JFKC, overseas MLA Chaudhary M Khan,
Representative of JKFM Mr Maqsood Ahmed, Mr Naeem Ahmed
Khan and Prof Nazir Ahmed Shawl, the Executive Director
Justice Foundation Kashmir Centre London.
The meting was briefed by Mr Malik about the deteriorating
health of Shabir Ahmed Shah and these health problems are
getting aggravated by his continued detention, lack of
medical aid and filthy condition of the jails he has been
in. Shabir Ahmed Shah’s grounds of detention are the same
which have already been quashed by the high court so
booking him under PSA is motivated and illegal. He is
basically being punished for strengthening unity among
different pro liberation political parties.
The participants in the meeting agreed to constitute the
committee which will actively solicit support for the
release of Shabir Ahmed Shah not only among all the pro
struggle parties but also raise this issue at different
fora of United Nations in New York, Geneva and Vienna. All
international human rights organizations including Amnesty
International, Human Rights Watch, International
Federation of Human Rights, UNCHR, Liberty etc. will be
conducted. The matter will also be taken up with British
Foreign & Commonwealth office and human rights groups of
all national mainstream parties of UK. Parliamentarians
will also be approached and this matter will also be
raised in House of Commons and House of Lords.
A detailed programme including that of a protest
demonstration will be soon finalised in a meeting of
APIKCC. These programmes will also be supported by Kashmir
Independent Alliance as well.
Shabbir Shah’s health deteriorating in jail
Srinagar, June 17 : The Acting Chairman of
Democratic Freedom Party (DFP), Muhammad Abdullah Tari has
expressed grave concern over the deteriorating health
condition of illegally detained senior APHC leader and the
Chairman of DFP, Shabbir Ahmad Shah in Udhampur Jail.
Tari said that the senior APHC leader was suffering from
several ailments due to sub-standard food and insufficient
medical facilities provided by the jail administration.
After a meeting of the party delegation with illegally
detained Hurriyet leaders Shabir Ahmad Shah, Aasiya Andrabi
and Muhammad Saleem Nunnaji, he said that the delegation
apprehended that the illegally detained leaders could develop
multiple diseases due to inadequate facilities in the jail.
Abdullah Tari said that Shabbir Ahmad Shah was already
suffering from various illnesses after release from nine
months detention and it was hoped that he would recover after
proper treatment but the puppet authorities had again put him
in jail

Islamabad, June 5: Reassuring full support
to Kashmiris’ legitimate struggle, the former Prime Minister
of Pakistan, Mian Muhammad Nawaz Sharief, has emphasized that
the resolution of the long-running dispute was a must for
durable peace in the subcontinent besides forging an enhanced
relationship between India and Pakistan.
Sharief made these remarks while talking to a delegation of
Kashmiri leaders here on Friday. Led by Dr. Ghulam Nabi Fai,
the Executive Director, Washington-based Kashmiri American
Council; the delegation comprised Mehmood Ahmed Saghar,
Muhammad Farooq Rehmani, Rafique Ahmed Dar, Sardar Zulfiqar
Khan and Waleed Rasool.
Kashmiri representatives apprised the former premier of the
prevailing situation and the unabated human rights violations
inflicted by the Indian troops on the hapless people in Jammu
and Kashmir. The Pakistani leader, whose forefathers are
believed to have migrated from South Kashmir to Pakistan, was
updated on the shocking abduction, rape and murder in Shopian
last week. They made it clear that the people of Kashmir would
never compromise on their inalienable right. Thanking the
people of Pakistan for their support, the Kashmiri
representatives praised the PML-N chief for highlighting
Kashmir case at national and international levels.
Later talking to Greater Kashmir, Dr Fai said that Sharief
assured full support to Kashmiris’ struggle for right to
self-determination. About the worsening HR situation, he
quoted Sharief as saying that that it was his dual
responsibility to respond to the crisis of Kashmiri people.
Earlier, the Kashmiri delegation had a meeting with Moulana
Fazl-ur-Rehman, the chairman of Parliamentary Kashmir
Committee. They welcomed the committee’s initiative to send
parliamentary delegations to various important world capitals.
The KAC chief will host a Round Table Conference on June 11,
which is likely to be attended by political leaders,
parliamentarians, senators, intellectuals of Pakistan besides
the Kashmiri leadership from both sides of line of control.
The conference titled “The Common Minimum Agenda” will focus
on how to lead the final settlement of Kashmir dispute.

Parties Hurriyat Conference (M) Pak chapter Mehmood Ahmed
Saghar has said that the valiant Kashmiris have yet again
shown their unflinching faith and commitment with the sacred
cause of freedom thereby staying away from parliamentary
polls.
Appreciating peoples’ allegiance with freedom movement, the
APHC leader said that Kashmiris will neither compromise on
this issue nor will allow anybody else to be disloyal to the
noble cause for which they had rendered matchless sacrifices.
Saghar maintained that during the third and fourth phase of
Indian Loksaba elections, Kashmiris have categorically
rejected the Indian bogus claims and made it clear to Indian

7, hoped that people in north Kashmir would emulate the people

Srinagar, May 2: The President of Jammu and
Kashmir Democratic Freedom Party and senior leader of APHC,
Shabir Ahmad Shah Saturday said the election boycott by the
people of south Kashmir had made it abundantly clear that
Kashmiris had not forgotten the sacrifices.
“The pro-movement leadership and people of
Kashmir are indebted to the great martyrs who offered the
supreme sacrifices of their precious lives for the just cause

calls for poll boycott
‘Participation means acknowledgement of
occupation’
Srinagar, Apr 14: The incarcerated senior pro-movement leader
and president of Democratic Freedom Party, Shabir Ahmad Shah,
Tuesday said that participation in polls meant the
acknowledgement of Indian occupation.
“Until Kashmir issue is resolved through tripartite talks in
accordance with the wishes and aspirations of its people, the
participation of Kashmiris in any election held under Indian
constitution is tantamount to acknowledgment of undemocratic
military occupation of India,” said Shah, according to a DFP
statement.
Shah appealed to all the people of state for complete boycott
of forthcoming parliamentary elections. He said lakhs of
martyrs had not offered the sacrifice of their precious lives
for any election or selection but for realizing the objective
of freedom.

Shabir Shah rearrested 3rd time,
Shifted to Boniyar police station
Srinagar, Mar 31: Senior Hurriyat Conference (M) leader and
Democratic Freedom Party chairman, Shabir Ahmad Shah, was
Tuesday rearrested on his release from the Central Jail here.
Shah was shifted to Boniyar police station in north Kashmir’s
Varmul district.
“Shah was wanted in the case registered under FIR No 32 of
2008 in Boniyar police station in connection with the
Muzaffarabad march in August last year. He is on the judicial
remand,” Viplav Kumar, superintendent of police, Varmul, told
Greater Kashmir.
Earlier a large number of his supporters had gathered outside
the Central Jail to receive Shah and JKLF leader Meraj-ud-din
Kalwal. As soon as the duo was released, a contingent of
police waiting outside rearrested them. Shah was bundled into
a police vehicle and shifted to Boniyar. Kalwal was shifted to
the Nowgam police station in city outskirts.
After Shah’s arrest, his supporters shouted pro-freedom and
anti-India slogans and held protests demonstrations outside
the jail. However, police swung into action and chased away
the protesters.
Police again swung into action and arrested at least 10 of
them including Tari.
The protesters, however, again assembled at
the city centre Lal Chowk and attempted to take out a protest
rally. They demanded the release of Shah. “Shabir Sahab has
been languishing in jail for the past seven months despite the
High Court quashing his detention orders. This is
un-democratic and un-called for,” Moulana Tari said. This was the third time when Shah was arrested on his release
after High Court quashed his detention orders.
He was arrested under Public Safety Act on August 29, 2008 in
the wake of leading huge protest rallies during the Amarnath
land agitation. Shah had also led the Muzaffarabad March along
with the Hurriyat (M) leader, Sheikh Abdul Aziz, who was

Islamabad, Mar 28: The All Parties Hurriyat
Conference (M) Pakistan chapter on Saturday nominated Mehmood
Ahmed Saghar as its acting convener.
The decision to this effect was taken during an extraordinary
meeting attended by Syed Yousuf Naseem, Mir Tahir Masood, Faiz
Naqashbandi, Dr Abdul Aala, Sheikh Yaqoob, Manzoor Ahmed Butt, Majid Malik Nisar
Mirza, and others.
After being nominated Saghar announced that a formal election
of the convener would be held soon. The members appreciated
the role of the former convener Syed Yousuf Naseem.
Terming unity and concurrence within Hurriyat folds as
imperative to achieve the cherished goal, Saghar reiterated
that struggle of Kashmiri people for right to
self-determination would continue till its taken to its
logical end.
He also thanked the governments and the people of Pakistan for
lending political, diplomatic and moral support to Kashmiris
for the just cause.
Born on March 11, 1958 in Srinagar, Saghar has played a key
role during the ongoing struggle. For his political beliefs,
he had to go through torments and tribulations since he was a
student. He has spent 13 years in different jails across
India.
He was the first ever convener of the APHC-Pak chapter when
the alliance was established in 1993 and presently he is the
top runner for the slot in the upcoming election scheduled to

Hurriyat leader and the Chairman of Jammu and Kashmir
Democratic Freedom Party, Shabir Ahmed Shah was booked
under the Public Safety Act (PSA) on Monday.
Under the garb of this infamous law, Indian
authorities can detain any person, without any trial,
for a period of two years. Shabir Shah, who was lodged
in Shergarhi (Srinagar) police station after his
arrest from Rawalpora on August 29, was shifted to
Central jail here today after he was booked under PSA.
